The Tories want competition between schools, but don't allow competition on their doorstep

So it's been confirmed that there was no competitive tendering for the job of facilitating the setting up of free schools. AS this Political Notebook blog points out, the job went to the New Schools Network in a secretive way without any competition. Doesn't this speak volumes about the Tories' double-standards and dissembling? They want schools to compete with each other, but they don't allow competition when their friends might not get the job. It tells us that we shouldn't trust the Tories at all.
